I believe this is an Indonesian handcrafted wooden "Papua" female figurine, art souvenir. Decorated with straw & fabric skirt, feathered headdress and woven straw "crown". She's just under 9" tall (including headdress) and about 1.5" wide. I cannot guarantee my research or the information below is 100% accurate, but hope it helps.
