10,000 BTU Air conditioning NOT Working (wall unit)

This air conditioner is in good condition with some rust and dust, however, when it turn on, it makes a sound and no air comes out. If you are handy and want to give it a go, please pick up from elevator door. we can bring it to our floor elevator and from that point on, you must carry to your car. We are unable to help.
