90s Vintage Surf Theme T-Shirt

Catch a wave in this neon relic doused in 90s California surf culture. I think it’s a vintage 14 which makes it a modern medium though it fits small. The measurements are in the photos. There is a small fixable hole in an arm pit. I can’t tell what the fabric is exactly but the neon colored portion of the top feels like vintage swim trunks and the rest of the t shirt is a bit thicker.
