Scalers are collectible mini-figures, approximately 2 inches tall, designed to grip onto various items like headphone cords, device cables, lanyards, and straps. To use them, you clamp the wire in the gap between the figure's legs and then clip it around their hands, making it look like they are climbing or "scaling" the cord.
