I5 3570 and B75M motherboard *Not working?*

Everything is in good physical condition, but it boot loops or something. It won't stay on, but sometimes it outputs the BIOS screen. Not sure if it's the CPU or the board since I don't have anything from this generation. Looking for $20 for this combo. Public meetup at Rossini's in Queensborough NW.
