Dutch rear bike wheel skirt guard

I have no idea how to install or on what size wheel but its a Dutch bike wheel skirt guard so your pretty sun dress or chic raincoat doesn't get stuck in your spokes. Adult bike size. May clip on a fender. Comes with what looks like frame clips. Not sure how to measure. A clever bike mechanic may have seen these and knows what to do with them.
