Iscooter I9 with New Battery and Tires (Throttle Issue)

Bought 2nd hand. Brand new battery (installed). Brand new tires (installed). Ran really well yesterday (respoted. Has been sitting for about a month). Today the throttle doesn't work. I've already invested enough money into this thing to buy it twice. I refuse to put any more money into this thing. New throttle $15 - 70 ish. It's also missing a few screws (see photos). Includes old tires, old battery, charger (finicky but works), brand new battery installed ($150 CAD), brand new tires installed. Frame has taken a beating but still in good shape/ solid. Price negotiable id like to recoup as much of my losses as I can.
