New in plastic packaging, never used. This just won't work for my cat as she prefers an enclosed litter box. Sturdy stainless steel construction with plastic collar to keep mess inside the box. The stainless steel is good for reducing bacteria build-up like you would see in a plastic litter box that gets scratched up, and it makes it very easy to empty the litter out as it doesn't stick much at all.
